Your situation could be caused by a different source but in my opinion, it will have something to do with a software you have recently installed. Go into CA Internet Security click on the CA Firewall Advanced Settings, then go to Safeguard on the left hand side, click the Program Control tab and find the soffice.bin file. I do not have CA installed and I do not run OO Quickstarter.

You said it yourself, "In my case it was...", but will you uninstall it and reconfigure your system to run the way MS designed it to? You can find out which application is keeping a lock on the clipboard by running David Candy's app: http://windowsxp.mvps.org/temp/GetOpenClipboardWindow.zip This gives you the PID which has the lock.
If the issue persists, run System File Checker tool to troubleshoot this issue: 1. Using my new laptop without copy/paste is driving me nuts and I expect Microsoft will tell me how to fix it. I have not (so far) been able to reproduce it on my wife's W7 Home Premium 32 bit laptop and it did not happen on my previous XP machine. My Wife God Bless her found your posted resolution.
