The easiest solution probably is to upgrade to a current version of CVS, which does not rely on external RCS programs. Please check the permissions on the folder where you are checking out the CVS contents. The cause is unknown; if you know more about what causes it, let us know as described in section Dealing with bugs in CVS or this manual. Alternately, upgrade to a current version of CVS, which checks in files itself rather than via RCS. If both the client and the server are running a current version of CVS, then there is no need for an external patch program and you should not see this message.
