I didn't have this problem with the liveUSB So for giggles thinking something was up with the install from my distributor, I did a fresh install from the ISO I downloaded

Since updates to these files are atomic and the lock files are used only to prevent two updates in parallel clobbering one another, there should be no file corruption and removing Usermod: Permission Denied. Usermod: Cannot Lock /etc/passwd; Try Again Later Comment gets deleted.
The only similar file that exists in the /etc directory is a zero byte file .pwd.lock.
