This problem does not occur in IE6 or Netscape 4.79, so I don't think it is a network problem on this system. I have contacted my service provider AOL with no luck they just keep passing the buck. Click here to Register a free account now! The Microsoft problem describes an issue with connections that "do not exist any more" set as default connections, which I do not have. You'll have to start a connection manually (with start | settings | network and dialup connections) when you need dialup. The "Error 623" dialog still appears when I type in the nonexistent url, so unfortunately this problem appears NOT yet fixed. (However, the workaround does prevent the problem.)
